Position Summary

The Director Information Technology & Security understands the business of healthcare, the importance of quality patient care, the utilization of technology in a health care setting and the innate value of information to make informed decisions that will ultimately benefit the patients we serve.

The Director Information Technology & Security reports to the VP & Chief Information Officer working closely with the IT and AID (Applications, Integration, and Development) management teams, in particular the Director of Applications, Integration and Development in delivery of all mandates. In partnership with the VP and Director of Digital Health Strategist, the Director will support the overall digital health system transformation strategy within the broader health care sector, partnerships include: Ministry of Health and Long-Term Care, Ontario Health vendor collaboratives and others.

What You’ll Do

  • Develop and deliver the IS strategic road map, focused on the infrastructure and technology services that would help our healthcare partners enhance their ability to deliver healthcare and reduce the cost of their IT operations
  • Develop and deliver a regional security strategic road map, focused on continuing the regional security operations model that centralizes security services for many independent healthcare organizations under TransForm’s leadership and guidance. This includes managing our Managed Security Service Provider and collaborating with Ontario Health and other regional security groups to standardize and provide cost efficient security services to our stakeholders
  • Coordinates, guides and maintains the TransForm technology strategic and operational plans in support of the overall patient-focused mission and business strategies when appropriate; support the collaborative development of regional IS strategic plan across our stakeholders
  • Development, maintenance and application of regional standards, policies and processes based on leading practice and Ontario Health/eHealth standards. Annual review of compliance to agreed standards and management of exceptions. Alignment of TransForm-recommended standards to each of our stakeholders’ internal policies, including how we expand to future organizations and their IT needs
  • Monitor and ensure adherence to information technology, security and privacy standards, policies and processes based on proper management software and legislation
  • Represent TransForm at Ontario Health security and privacy programs; includes sharing our knowledge, capability, and support on these programs; includes developing proposals to use TransForm services to deliver on Ontario Health programs
  • Promote awareness of information technology, privacy and security best practices to all stakeholders in conjunction with security team
  • Assist the VP with assessing and applying privacy legislation to TransForm and member organizations IT and systems
  • Advisory role on various regional and provincial working groups to encourage consistent security and privacy practices .e.g. Integrated Assessment Records (IAR)
  • Mentor and coach staff on application of standards, policies and processes
  • Ability to maintain up-to-date knowledge in the IT field (hardware, software, and networks), privacy and security legislation and provide updates to the leadership management team on technology trends
  • Develop and maintain awareness with the key vendors/partners within the sector and their future product inspirations
  • Provides input and support in the development of yearly business plans and then implements the approved business plans
  • Aligns technology with goals and objectives that support our mission and vision, in addition to our members and customers
  • Is a key player in organizational process improvement initiatives, and provides leadership focused on creating efficiency and optimization using technology and information as a key enabler
  • Promotes and facilitates collaboration across the hospitals and health service providers within the region and with external organizations
  • Ensures that enterprise technology operates according to internal and legislated standards and requirements and develops supporting policies and procedures
  • Participate in RFQ/RFP, Vendor Selection, Managing Service Level Agreements and Contract Negotiations, when required
  • Responsible for the successful delivery of technology projects as well as the successful operations of our client’s entire IT infrastructure, meeting our obligations under our members services agreements

    • Cyber Security
    • Disaster recovery and business continuity management
    • Identity and access management
    • Information privacy and organizational compliance
    • Information regulatory compliance
    • Information risk management
    • Information security and information assurance
    • Security Architecture
  • Responsible for budget and staffing of the Infrastructure and Security portfolios. Includes overall oversight of capacity planning for our staff to deliver on the operational and capital activities across all our members.

Must- Haves

  • Minimum four (4) year University degree/College Diploma in a Computer Science or Information Systems or equivalent; or eight – ten years related experience and/or training; or equivalent combination of education and experience
  • Six to ten (6-10) years relevant experience with a minimum of 5 years management experience, preference of experience in a health care IT environment
  • Solid technology background in information management with demonstrable technical skills and knowledge
  • Sound understanding of the current use of technology in a health environment and the potential uses in the future
  • Proven leadership abilities with experience leading and implementing major change initiatives
  • Ability to develop strategic plans and business cases; present at board and executive- level committees
  • Experience across the whole procurement lifecycle, including negotiation, contract review, and vendor management
  • Ability to manage multiple teams in a shared service organization, and develop and deliver to agreed budgets
  • Establishing and maintaining security policies, disaster recovery and business continuity plans, and overseeing annual compliance across several organizations

We Value

  • Experience with methodologies such as ITIL & PMP, legislations such as PHIPA, FIPPA, PIPEDA, and other compliance and regulatory structures that are commonly applicable within healthcare and other industries is beneficial
  • International Association of Privacy Professionals (IAPP) CIPT/CIPM/CIPP or equivalent is an asset
  • Certified Information Systems Security Professional (CISSP) or equivalent computer security certification is an asset

  • Minimal exposure to disagreeable conditions typical of an office position: exposed to stress and pressure associated with multiple priorities and deadlines
  • Must be able to work evenings and weekends, when required

  • Must be able to travel within the Southwestern ON area when required using a reliable vehicle
