Maryland:

The Maryland Board of Pharmacy has adopted new regulations establishing the requirements and responsibilities of Validated Pharmacy Technicians. Validated pharmacy technicians may perform the final verification of a prescription device, drug product, or medication under certain circumstances and under the delegation of a pharmacist. A pharmacy technician can act as a Validated Pharmacy Technician after they have one year experience working as a registered pharmacy technician, and have obtained an active verification certificate issued by a board-approved national pharmacy technician certification program.

Beginning January 3, 2024, in order for states to comply with federal Affordable Care Act requirements, Maryland Medicaid programs must deny any pharmacy claim in which the prescriber is not actively enrolled in Medicaid. This update applies to Fee-For-Service (FFS) claims and will be implemented in two phases. Phase 1 denials began January 3, 2024, and will include denials for non-behavioral health drug classes if the prescriber is not enrolled. Phase 2 denials will begin in July 2024 and will include all pharmacy claims, regardless of drug class, if the prescriber is not enrolled.

Providers can enroll as an Ordering, Referring, or Prescribing (ORP) only provider to meet these requirements without enrolling as a provider who bills Medicaid for services. Full enrollment as a Medicaid provider also meets these requirements.
