Credentialing: 

On November 04, 2022 the Joint Commission updated the reappointment/re-privileging timeframe to a three year cycle (previously a two year cycle). This change is in response to the recommendations from the National Association of Medical Staff Services (NAMSS). In September 2021, NAMSS published a position paper emphasizing that a three year reappointment “cycle would align with health plans’ re-credentialing schedules and enable medical services professionals (MSPs) to more effectively perform ongoing professional practice evaluation.”

Alabama:

Renewals for pharmacist licenses are active. Please ensure that the pharmacist license and controlled substance (if needed) permit are renewed and in your possession prior to January 1, 2023. It is not sufficient to simply have submitted your renewal prior to December 31, 2022. In addition, please ensure all continuing education (including parenteral, immunization, etc) are completed no later than December 31, 2022.

New York:

The New York Office of the Professions has updated their online license verification and discipline reporting systems. The new website simplifies the license search features and links any disciplinary records directly to a provider’s license for all license types except physicians.

License Display requirements: 

Medical doctors, research psychoanalyst registrants, licensed midwives, and polysomnography registrants are required to make updates to their licensing notice to patients. In addition to the existing notice that these providers are licensed and regulated by the board, providers must now notify patients that they can check on the provider’s license and file a complaint to the Board. 

The notice must include a quick response code (QR Code) that leads to the board’s Notice to Consumers webpage. These notices

Postgraduate Training Licenses: 

Kimberly Kirchmeyer, Director of the Department of Consumer Affairs, previously granted licensing extensions to medical providers who are enrolled in a postgraduate training program. The last of these extensions will be ending in January 2023. Individuals currently enrolled in a board-approved postgraduate training program and who are required to obtain a postgraduate training license on or before December 31, 2022 have until January 31, 2023 to obtain their license: 

If a provider fails to obtain a postgraduate training license on or before January 31, 2023, or the governing licensing agency denies the application, all privileges and exemptions under Business and Professions Code section 2064.5 shall automatically cease.

Postgraduate Training License Deadlines

Additionally, the Medical Board of California (Board) will begin using paperless applications for a Postgraduate Training License (PTL) and those transitioning to a Physician’s and Surgeon’s (P&S) Licenses beginning December 30, 2022.  

The Board will no longer provide paper-based application forms for the following types of applications:

• Application for a PTL
• Application to Transition from a PTL to a P&S License

Instead, these applications should be submitted electronically through BreEZe.

Beginning February 1, 2023, the Board will no longer accept any paper-based applications for the above-mentioned application types as it moves to a paperless process.

The switch to a paperless application process helps both applicants and the Board by increasing the efficiency of the review process, enhancing security, and reducing costs and impact to the environment.

Applications to Transition from a PTL to a P&S License

Department of Health and Human Services: 

The Department of Health and Human Services is beginning the implementation of the Data Exchange Framework, “which seeks to promote health equity and expand access to whole-person care by accelerating and expanding the exchange of health information among health care entities, government agencies, and social service programs beginning in 2024” (CA DHHS). California healthcare organizations will be required to implement the framework by 2026, including signing the Data Exchange Agreement.  

By January 1, 2023 the following healthcare entities are required to sign the new Data Exchange Agreement: general acute care hospitals, physician organizations and medical groups, skilled nursing facilities, health service plans and disability insurers, Medi-Cal managed care plans, clinical laboratories, and acute psychiatric hospitals.
